We are looking for a Civil Estimation engineer with expertise in oil & gas on-plot and off-plot civil works estimation. Preference will be given to candidates who have additional experience in working in oil & gas pipeline tenders.

* Candidates presently available in Oman with NOC are preferred as long as they match the desired profile *

EDUCATIONAL QUALIFICATIONS:

BSc Eng, BE or B-Tech in Civil Engineering
Or
HND/Diploma in Civil / Structural Engineering with additional experience

SKILLS & EXPERIENCE :

Minimum 10 years of relevant experience in oil & gas contracting sector covering engineering, estimation, planning, project management , construction, testing and commissioning. A minimum of 5 years’ of hands-on experience in civil and pipeline proposals/estimating position with reputed oil & gas contractor(s).

Diploma candidates would require 3 years additional experience to the above requirement.

Excellent knowledge of all kinds of civil and earthwork in oil & gas industry is a mandatory requirement. Knowledge of pipeline project estimation is highly desirable. Must be well versed with codes, standards and materials specifications related to civil construction in oil & gas sector. Highly desirable to have the knowledge of the full life cycle of a pipeline project execution and all steps involved.

  • Excellent working knowledge of codes and standards related to civil construction and maintenance work in the Oil & Gas industry
  • Excellent knowledge of the civil activities and related manpower, equipment, consumables and service requirements
  • Familiar with the key suppliers and service providers for civil and structural works in the GCC region (Oman & UAE in particular)
  • General norms and productivity rates for activities relating to civil and structural works (Oman /GCC specific)
  • Experience in estimating construction (new build /brownfield), maintenance and turnaround works
  • Preferred to have hands-on project execution experience
  • Preferred to have knowledge of the Oman specific requirements such as Omanisation and ICV

ROLE DESCRIPTION:

  • Act as the focal point for civil estimation for ongoing tenders
  • Pipeline and off-plot scope estimation in ongoing tenders
  • Preparation of comprehensive technical proposals
  • Preparation of commercial estimates as per the RFQ
  • Ensure all relevant information secured from the client in order to submit a comprehensive and competitive bid
  • Complete and thorough understanding of the requirements of tender, scope and clear limits of work, as explained in the tender documents
  • Prepare material takeoffs based on drawings, specifications and scope of work
  • Liaise with vendors and subcontractors and secure the most competitive sub-contract/ supply offers well within time
  • Review contract technical requirements and ensure same reflected in tender pricing
  • Conduct site visits and attend pre-bid meetings arranged by Client, if required
  • Liaise with the client and suppliers regarding tender queries, clarifications and their response
  • Liaise with engineering consultant for the pre-bid engineering as per client requirements & Standards
  • Manhours and cost estimation for the entire BoQ
  • Prepare deployment Schedules & Histograms i.e. Indirect, Direct, Mobile Equipment, Sub-contractors
  • Identification and valuation of risk, assumptions and exclusions
  • Consolidation of bid inline with the submission requirement in a clear and concise manner
  • Prepare overall tender cost summary incorporating all details of tender break down cost sheets of different discipline as per company procedure for the review and approval by the Proposal Manager
  • Update company norms in conjunction with Operations group and Proposal Manager
  • Regularly liaise with operations to ensure feedback on achieved rates of work and during tendering process
  • Review of tenders with management prior to submission in line with the company procedure

OTHER SKILLS

  • Excellent oral and written skills in business English
  • Must be able to independently handle all aspects of a major tender up to $500 Million size
  • Preferred to have exposure to other sectors such as water, power, steel and general industrial
  • Experience in working PDO/OXY/BP/ OQ projects/tenders is preferred in similar position but not essential
  • Must posses excellent presentation and professional documentation skills
  • Must be proficient in MS Office applications
  • Knowledge of estimation software packages (Hard Dollar/InEight Estimate / COINS /Candy/PlanSwift etc)
  • Financial modelling / cash flow modelling experience
  • Knowledge of the project capex, financing, bonds and instruments
  • Ability to work in efficiently to meet aggressive proposal submission schedules
