1.Planner Metrics

Main tasks and responsibilities

Execute & analyse all maintenance work request order in Computerized Maintenance Management System (CMMS).
Conduct site visits & discuss with concerned work originators to estimate the exact scope of works for the planned maintenance activities.
Attends the regular planning & operation scheduling meetings and provide schedule reports.
Determines resources requirements (manpower, equipment, tools, and lifting equipment) and works sequences for maintenance jobs, and create request for any additional required resources.
Update planned maintenance activities in the system (SAP) and verification of all resources for maintenance jobs.
Assist in coordinating routine maintenance requirements & major shutdowns and all activities including preparation of detailed specifications for contracting.
Verification of issued material against all the planned and ensures material reconciliation after maintenance close out.
Intimate for creation of new stock entries and follow up material requisitions with respective departments for all type of maintenance.
Review of job plans in SAP & participate in improvements based on the actuals.
Key interactions

Internal: All Maintenance Managers & Engineers, Planners, Operations, Procurement, Logistic & HSSE

External: Contractors, Vendors & Suppliers

Notable Working Conditions. Field Operations and office environment, Moderate to intensive computer screen use.

Education requirements

Minimum Qualifications for this position is Degree in Mechanical/Electrical/Instrumentation Engineering or similar

Language requirements

Excellent knowledge of written, read, and spoken English (required) | Arabic – Native (desirable)

Background and experience

Competencies and skills

Minimum 5 years with relevant experience in similar role (Oil & Gas / Petrochemical or Refinery Plant experience preferred).
Experience and knowledge in project planning, cost control, contract development, installation, trouble shooting, and start-up.
Sound judgment in technical matters with good skills in engineering field materials specifications and international standards.
Experience as a Planner in Maintenance Planning Services (Oil & Gas / Petrochemical or Refinery Plant experience preferred).
Operations / Process Engineer role within the Oil & Gas / Refinery / Petrochemical industry, preferably with experience in the area/assets associated with this position
Refinery Operation Planning and Scheduling – refinery process and plant equipment including use of computer-based tools. Computerized Maintenance Management Systems (CMMS). Expertise in SAP- PM Module. & Primavera P6 / Maximo / MS Project/ Proficiency in M/S Office
Knowledge of reading and interpreting P&ID & PFD
Sound judgment in technical matters with good skills in engineering field.
Proven experience with Personal Safety Management.in Quality Assurance, Quality Control and HSE plans.
Good knowledge in HSE / SCE equipment & plans.
HSE (Permit to Work – PTW, Confined Space, Process Safety, H2S Awareness, Basic Fire Fighting, HAZOP., Good knowledge Managing Risks and Hazards, Emergency Response
Refinery pre-commissioning, commissioning and start-up.
Good experience in planning, scheduling of Turnaround activities routine maintenance & shutdown related jobs.
Sound judgment in technical matters with good skills in engineering field, materials specifications QA/QC and international standards.
Extensive experience and knowledge in Maintenance Contracts.
Should have solid experience in Contract Management, Procurement, Spare parts Management, Preparation of Technical specifications, Material Specifications etc.
Sound knowledge of Material Science, Selection of Materials etc.
Exposure to engineering & design or reliability engineering functions
Good Understanding of legal and commercial aspects of procurement & contracting
Good knowledge of spare parts planning, materials of construction, international codes and standards etc.
Knowledgeable in HSE plans related to maintenance activities.
Well versed in international codes & standards such as API, ASME, ASTM, ANSI & etc.
Exposure to engineering & design or reliability engineering functions.
High level of understanding and hands on experience in budgeting and cost control
Understanding of Process (P&IDs / PFDs) & Engineering drawings and OEM manuals

  1. Planner Contracts

Main tasks and
responsibilities

Ensure that long term rate contracts are in place to meet all maintenance out sourcing requirements
Ensure preparation of comprehensive, detailed and accurate scope of works for tendering so that clarifications and delays are avoided
Analyse emergency requirements in the past, prepare strategy for mobilising and deploying the resources during emergencies like plant shutdowns, breakdowns etc.
Provide guidance and support for vendor qualification, evaluation of the bids, preparing tender board proposals, contractor meetings, mobilisation etc.
Ensure cost efficient, optimisation of resource usage and quality selection of contractors
Develop local contractors and service providers
Develop alternate sources for procurement of materials and spares
Analyse material consumption & initiate optimisation process
Ensure timely processing of invoices and cost effective implementation of Capex projects.
Review analysis data using the Computerized Maintenance Management System (CMMS).
